If you need 220 volt you are out of luck, you have a 120/240 volt service to your house. There is no one-size-fits-all answer to your questions. Yes, 10-3 is the correct size NM-B cable for an electric clothes dryer. For the double oven, welder and electric cooktop, check the manufactuer's installation instructions and see what voltage is required and what amperage circuit they recommend for each.

I would run one 6-3 for the double oven and another for the cooktop (just did that this evening as a matter of fact). I would then run 10-3 for your dryer, and I would look at the nameplate on the welder to see what is required however I am guessing 6-3 is sufficient. If what you are asking is can you pick one type of NM that you can run to all these things, the answer is probably not - you wouldn't reasonably run 6-3 to your clothes dryer for example. You can comfortably "upsize" one gauge if you like - so for example if the tables tell you need 10-3 you can use 8-3. I would personally run 6-3 to your cooktop and double oven even if you can get away with something less - those are not wires you want to re-pull and with 6-3 you will be ready for anything down the road.
