No — 10/3 NM‑B is only rated for a 30‑amp circuit and cannot be used for an electric stove, which typically requires a 40‑ or 50‑amp 240‑volt circuit using 8/3 or 6/3 NM‑B depending on the appliance. Most electric ranges require a 40 amp 120/240 volt circuit which can be installed using 8-3 NM-B cable and some electric ranges require a 50 amp 120/240 volt circuit that can be installed using 6-3 NM-B cable. The 10-3 NM-B cable you selected must be protected at no more than 30 amps.
