I seriously doubt you want to put a plug on the house and more likely meant that you want to install a receptacle. Yes, you can use this 10-2 NM-B cable to feed a 30 amp receptacle fed from a 30 amp single pole breaker. You never mentioned what piece of equipment this would be for, but keep in mind that general use extension cords and electric yard equipment and/or power tools cannot be plugged into a 30 amp receptacle. The plugs on those items will not fit or connect to a 30 amp receptacle.
