You need 4 conductors to feed a subpanel. The NM-B cable where you posted your question cannot be used, NM-B cable can only be used in indoor dry locations and outside/underground conduit is classed by the NEC as a wet location. You could use 3 - #8 THHN/THWN-2 conductors with a #10 ground fed from a 40 or 50 amp 2-pole breaker, but I would recommend you use 3 - #6 THHN/THWN-2 conductors with a #10 ground fed from a 60 amp 2-pole breaker.
