the bottle says to add before fill-up...but im wanting to add to my motorcycle for winter storage and bike is full of gas. Can I still pour in tank?


Yes you can add it but the best mix is achieved when filling it up. You will need to agitate the gas in the tank some way to achieve a good mixture then you should crank your bike and let it idle so it can get into the carburetor and engine.
