Can I use this on top of Rust-Oleum universal bonding primer?


Thank you for reaching out, Mike. Rust-Oleum Stops Rust Rust Reformer chemically converts rust to a paintable surface, and should only be applied to rusted surfaces. We do not recommend applying to surfaces that were previously coated. -Rust-Oleum Product Support 14
