Will this work on a lightly rusted piece where if it's not rusted, the original paint is still adhering?

It will reduce ferric oxide (rust) to ferrous oxide (black iron) on lightly rusted bare steel. But, it will not effect areas that still have the old coating intact. Modern Powder-Coated steel tubing can be lightly sanded to help the primer adhere and to ease the difference in thickness.

For this reason, it is not suitable for use on non-rusted surfaces.
