can I use this as a primer for a Lacquer top coat?


Great question, John! Rust-Oleum Stops Rust Rust Reformer needs to dry for at least 24 hours before it can be topcoated. Only coat of the rust reformer is sufficient.

Yes, the solvents in lacquer should have no effect on the stability of this enamel. It does leave a slightly textured matte black finish which may be a challenge to cover completely with a lacquer! The texture will make getting a mirror-like lacquer finish nearly impossible and the black will darken any semi-transparent lacquer coat.
