Is this paint or undercoating? Based upon the description and reviews, i'm not sure if I should paint my lawnmower hood or undercoat the underside.

Rust-Oleum Automotive Rubberized Undercoating is an easy to use black rubberized protective coating designed for use on bare or primed metal on the under body of cars, truck, trailers and other recreational vehicles.
