Will this mechanism work in a cabinet that is only 19.5" deep?


No, inside depth of cabinet must be at least 20 5/8". In your case the measurement would be from the inside face of the door to the back face of the cabinet. This distance insures that the back edge of the shelf does not come in contact with the cabinet back panel and the front edge will not interfere with the door closing. The max. front to back dimension for the shelf (customer supplied) is 20 1/2"--pretty close--But, if you can live with the shelf actually coming in contact with the cabinet back (a thump at most)--go for it.
