why do you need a mininum of 12 1/2 width to mount this? is the width inside or out?

The width is inside. You have to reinforce the inside of your cabinet with wood in order to install the brackets. They take up a lot of room. When we installed ours we couldn't put my KitchenAid mixer on it because the base was too wide on my mixer. We had to put my food processor on it instead. It really should be in a wider cabinet. And make sure there is no drawer above the cabinet, either, because the brackets won't fit when they are lowered. We had to cut grooves in our cabinet to make it fit.
