NO. The surface must be smooth and corrosion (rust) free. If possible, you should wash the surface and let it COMPLETELY dry. Whether you wash it or not, wipe down the surface with isopropyl alcohol or an automotive paint cleaning solvent (to remove car wax, silicone, etc.).
