It is always advisable to use an acrylic bonding agent to insure the new concrete will adhere to the old surface. Concrete does not bond to itself very well. Some bonding agents are painted onto the old surface. Others are added to the concrete when it is mixed. Do not do both ! You will be defeating the purpose if you do. For as much square footage as you have, I would go with Quikrete Concrete Fortifier to be added to the water used to mix the resurfacer. Finish the job with Quikrete Cure and Seal for great appearance and protection of surface from stains, grease, oil,dirt etc.

Adhering to preparation instructions of the existing concrete surface before using the QUIKRETE Concrete Resurfacer, such as pressure washing with a 3,500 psi pressure washer, is critical, to ensure a proper bond. It cannot be applied to concrete surfaces with an existing paint or sealant – it is not clear from the description “the deck is slick over 95%” if this is due to it being sealed. If so, the sealant would need to first be removed. Cracks should be widened, cleaned and filled with QUIKRETE Concrete Resurfacer mixed to a trowel-able consistency before the entire deck is resurfaced. Existing control joints should be maintained. Reflective cracking into the new surface cannot be completely prevented, especially if the slab does not contain adequate control joints or if slab settlement occurs. The existing concrete surface must be saturated before applying the QUIKRETE Concrete Resurfacer. Use a squeegee to scrub the material into the surface. Curing conditions, as well as the level of dampness of the surface receiving the material will affect the final color. Consistency is key. An optional second coat will assist in masking any color variations that existed on the original concrete. Applying a broom finish within 5 minutes after applying will help to provide a nonskid surface.

When applying any concrete over an old concrete surface the old surface must be wet (damp without any standing water) and the new concrete will bond exceptionally well.
