Could this mat be used on pool deck to anchor a floating dog ramp for pool entry?

This is an anti-fatigue, drainage mat ideally used in wet work areas to reduce human fatigue. The application you have described is very specific and outside this mat's normal usage. We are unfortunately not able to make a specific recommendation.
