Is this light supposed to have a low glow when the light switch is turned off? First LED light and not on a dimmer. Thanks.

Shared neutrals or proximity to other wires might induce stray current. Fixture Design: Some integrated LEDs retain a tiny charge in their driver capacitors, causing a brief glow that fades.
