when no pressure on the valve, does air flow freely through it? Or does it remain closed until pressure is applied to open?

Sump checks work on the principal that when the pump turns on the valve/flapper will open allowing water to exit the sump pit. When pump turns off the valve/flapper will close and is held closed with the back pressure of the water.
