Can OSI Quad be applied on a wet surface after a rain....or should surface be dried?

When using the QUAD Sealant best performance results are obtained when all surfaces are clean, dry and free of old caulk, grease, dust, ice, snow, surface water and other contaminants. A damp surface is acceptable depending upon the surface substrate however dry is preferred for the best results.
