Can I store the unused left over bag outside in cold temperature

Granular products, such as Ortho BugClear Lawn Insect Killer, have a shelf life of at least 3 years if stored properly. If the bag has been opened, roll down the top and seal it with a strip of heavy-duty tape. Store the bag up off of the garage floor to prevent it from absorbing moisture. Freezing and thawing will not impact the quality of the product, but you do need to guard it against moisture.
