Can a person use this hook as a hook that hangs from the ceiling?

I would not suggest using the hook from above. These type hooks are secured to the base with a tiny set screw that is not intended for bearing weight in any other mounting fashion. Perhaps a one peice hook with a lag bolt type mounting would serve your purpose better. You may have to get creative and look in the hardware or truck and trailer area to find something suitable. Your choice of finishes are less but they get much beeftier and stronger.
