Why isn't this rough in valve assembly included in the faucet package? I bought the faucet box only to find the valve isn't included.

The Moen M-Pact Brass 1/2-in Compression x 1/2-in Compression Rough-In Valve is a common valve system that allows customers to upgrade the style of their wide-spread lavatory faucets without having to install a new rough-in valve. This is why many of the wide spread lavatory faucets are sold with the “trim” available separate from the rough-in valves.
