Can this be installed over recently rubbed on Forbys Tung oil Finish?

Generally different oils cannot be mixed for finishes. These dry at different rates and generally softens the surface of the other finish but polyurethane will not soften tung oil, I would recommend using Waterlox over your tung oil. Waterlox is a tung oil but a harder water resistant finish.

Yes, I believe so since it's oil based

In my opinion I would say that once an oil saturates into the wood you would be able to apply polyurethane over it and it would seal it just fine, if your not sure you could try the process on a scrap piece of wood first and see if it does it.

I believe this product can be installed over a coat of oil, the advantage will be that the oil will saturate the wood first then dry so when you apply the polyurethane you may not need so many coats of it because you have saturated with a base coat of oil, my answer is yes, if unsure try it on a scrap piece first to see if you like it.
