Be sure to release the clip at the bottom of the handles. Pull HARD apart on the handles to open the ratcheting mechanism. Once you get the jaws around the pipe, start closing the handles. Press the handles together and run the cutter all the way around the pipe. Then press the handles together again so the ratchet goes into the next notch. Go around again. Keep ratcheting and rotating the tool until you can feel the pipe giving way. Then you can snip through the pipe like using scissors.

This tool does not cut pipe as would be implied by its name. It will only cut tubing. You open it by unfastening the clip at the bottom. The end away from the blades.
