Why in the world would you make a 7-pack of switches that are required to be used in pairs? To purposefully leave us with one extra or one short?

Thank you for your inquiry about our three way toggle light switch. The purpose of the 7-pack is for large scale projects where typically more than just one package would be purchased. If there are a good deal of switches to be installed, an individual switch may be purchased in addition to the 7 pack, if needed. Hope this helps!
