Can this be used with the Loctite naval jelly?

The two products are not interchangeable and not recommended for that purpose. Loctite Naval Jelly Rust Dissolver is designed to remove rust from metal surfaces such as iron, steel and other ferrous metals in preparation for priming and painting afterwards. The Loctite Extend Rust Neutralizer is a rust converter coating that is applied to rusted metal to stop rust, protect the surface and then act as a primer for painting the finish coat. It should not be applied to painted surfaces or surfaces that are already rust free. Choosing which product to use will depend upon the nature of the project.
