Can I apply A top coat with Rust Oleum?

Thank you for your question. Loctite Extend Rust Neutralizer Spray has not been tested with Rust-Oleum and therefore cannot guarantee results. For this specific application, the user would be responsible for the results obtained.

Shake bottle before use. Remove oil, dirt and grease from surface. Wire brush to remove flaky rust and loose scale. Some surface rust must be present. Brush or sponge on affected area liberally and evenly. A black coating will appear within 5 minutes. Uneven color indicates need for additional coats for maximum protection. Recoat time 15 to 30 minutes. Allow 24 hours minimum to dry before finish paint. Most finish paints will not require any additional primer. However, light color latex and metal filled paints require a solvent based primer on top of Loctite® Extend Rust Neutralizer before finish application. Brushes, rollers and other tools should be cleaned immediately with soap and water. Loctite® Extend Rust Neutralizer is extremely difficult to remove once dry. Brush on lightly and evenly. Apply 2 to 3 coats allowing no more than 20 minutes drying time between coats. Final application should dry to a black finish. Wait for 24 hours before applying top coat. If not top coating, protect from moisture and humidity and use third coat of rust neutralizer 24 hours after applying the second coat. For a smooth finish, sand with 320 grit sandpaper before top coating. Do not sand after top coating. This will break the barrier and will cause future rust. Resistance to Moisture, Solvents & Chemicals: Loctite® Extend Rust Neutralizer should be painted for many applications. Continuous exposure of Loctite® Extend Rust Neutralizer to water, solvents or chemicals can cause whitening, blistering or flaking of the latex film. Loctite® Extend Rust Neutralizer should not be used in applications involving continuous immersion in water or fluids. It should be painted with products known to be resistant to the environment expected. Latex paints are not recommended without a suitable barrier coat." Apparently you have to use a "solvent based primer" which I take to be oil based. Then you can use whatever you want for a top coat.
Was this Answer Helpful ?Only if the paint is oil based. The instructions on the can state "top coat with an OIL-BASED paint ONLY. Do NOT use acrylic or zinc-based paint." Lowe's should include this information in the product description because now I have to return it.
