Can this be stored outside in New England if covered when not in use

As long as it is covered to keep moisture, dirt/debris and "critters" -- small animals and insects -- out, it should be fine. Small animals and insects can do damage to wires, hoses, etc., and you want to keep it clean and dry. I'd recommend starting it up perhaps more frequently than you might otherwise to ensure it will run when you need it.
