There is an adjustment knob on the side that you turn with your hand, and it will let you move it up or down, depending on what you need to get it flowing. You've got to make sure that the whole thing comes up to the top of the commode lid by swisting the center piece that comes from the bottom of the bowl to the top of the lid, too. Between those two things being done, it should work well. The piece that you turn with your hand in the center will swist up and down as you install it, and then the knob on the side being turned will bring the float up to where it will fill properly.
