Is it required that this cabinet be mounted/anchored to the wall? Or can it stand alone?

It should absolutely be anchored! One 2" drywall screw through the upper horizontal support board and into a wall stud will suffice. From experience, if you fail to anchor it a loaded cabinet will go trapazoidal and tear out the white cardboard backing, which isn't designed to support tortional loading.
