Is it a water or oil based poly?

Thanks for reaching out. This is a high-density foam, polyurethane. It has a thick white primer, coated on during the manufacturing process. It does require paint, and we recommend using a good quality acrylic latex finish. It installs easily and hassle-free with finishing nails and construction adhesive, instantly upgrading any room!
