Can this be used with Easy heat roof heating cable?


As long as you do not exceed the 1800 watt maximum load with your roof heating cable you should be able to use this device IF you are plugging it into a suitable electrical outlet that is rated for use when wet (the device has to stay dry!) and the circuit is protected via a GFCI outlet or circuit breaker.
