Maybe - this product is a paver base - not leveling sand. You use this product to provide a solid base to prevent the pavers from heaving. If you were looking to make a walkway or patio - you would use this product, then add approximately 1" of general purpose sand on top of it and level this before installing your pavers. If you use the paver base and leave out the sand, your base won't be perfectly flat. This wouldn't be acceptable for a walkway/patio but might be acceptable for your purpose.
