No, actually, it is still pretty workable. It will dry when conditions allow, but still not harden.

Was this Answer Helpful ?Paver base, in general, does not harden to the strength of concrete. Concrete does that. The paver base, when properly tamped down will provide a firm and somewhat flexible foundation for the sand that will be spread over it. You'll note that when you open a bag of it that it is dampened and that makes it easier to level and tamp. It is perfectly adequate as a base for stepping stones, small walkways and raised beds where you might want a stone edging.
