Is it necessary to use weed barrier fabric? If so, does it go under or on top of paver base?

I'd put the weed barrier down first!

In my applications, I used a layer of weed fabric between the soil and paver base as well as between the paver base and sand. It is overkill, but it helps prevent my sand from washing down into the paver base as quickly.
