Thank you for your question. Delta Faucet model # 75588SN does not have a temperature adjustment. If you have a Delta Faucet valve with this model, there should be a rotational limit stop in front of the cartridge that can be adjusted to allow more hot water through the valve. Most new valves have a balancing feature, which eliminates the "don't flush the toilet I'm in the shower" problems of yesteryear. They don't reduce the temperature of water. Maybe this unit has a defective balance that favors cold, but that's unlikely. As a test, remove the shower head and just run water out of the pipe. If it's hot, then it is the shower head. Do you have an on-demand water heater? In the winter, the ground water is much colder and if the run to your shower is far away from the heater (coupled with a restricted water flow shower head) it could take a while to get hot water.
