Thank you for your question, Dick. The cartridge can be replaced by RP50587. However, the bonnet nut may be loose, or there may be debris preventing a water-tight seal under the cartridge. Please turn off the water supplies under the sink, loosen the set screw, remove the handle, then unscrew the cap and bonnet. Check for debris under the cartridge and ensure sure it is seated properly, then tighten the bonnet hand-tight plus a 1/4 turn with a wrench. Reduced flow is typically caused by debris, which can get caught in the aerator. This can be removed using the included aerator wrench.
