Are the batteries included or sold for additional cost?

The battery packs are any of the 12V through 18V NiCd or Lithium Ion batteries. It's the same battery used in the entire 18V cordless system. Note, this unit does not use the "Max" system batteries.

The battery packs discussed here are the rechargeable DeWalt 12V through 18V system, either Nickel Cadmium or Lithium Ion. According to specifications, the batteries are not included. But, these are the same batteries used in the entire DeWalt 18V system.

Some versions of Maglites are sold with battery and it will be illustrated. These do not come with batteries but Lowes sells different brands of batteries and the prices are very good compared to most other stores I have shopped in for batteries. Prices range from about $.20 each ( sold in a pack of 100 ) for the AA size to about $.75 cents each ( sold in packs of 8 I think ) for the D size the last time I picked up batteries. I purchase all my batteries at Lowes for every size they sell because the multi packs are the best bargain!
