One such law exists in California called Proposition 65, that requires the manufacturers of products to warn those people who use the product if the user can be exposed to certain chemical substances while using the product. The list of chemical substances can be found in the Proposition 65 law, and can be changed periodically by the State of CA. Black + Decker's products are made from many materials necessary to the proper functioning of the product. For example, many electrical cords are made from a rubberlike material called polyvinyl chloride (PVC), and that PVC often contains lead., which is necessary in the PVC to withstand heat and keep the cord flexible. Because of the lead in the electrical cord, a warning must be placed in the instruction manual in order to comply with the Prop 65 warning requirement. However, because Black & Decker cannot distinguish the products it sells in California from the products it sells in the other 49 states, it must put the warning in its owner's manual on every product it makes in order to make sure it is complying with the California law. Additionally, since the use of a Black + Decker product can result in contact with other materials, such as lead based paints or crystalline silica from bricks and cement, Black &+Decker must provide the warning for the possibility that the material on which the product is being used might contain any of the Proposition 65 list of chemicals. 2. Would using this product cause problems for my unborn child? The owner's manual for the product provides safety precautions that the user should follow while using the product. Black + Decker believes that the risk of exposure to a chemical while using the product is very low, and even lower when the proper safety precautions are followed. 3. Could this product cause me to contract cancer? The product is safe if used in accordance with the instruction manual. 4. What part of the product contains lead? The answer to this question depends on the product. In general the answer would be the power cord if it is PVC. Also, there is lead in brass, also where dust is a concern there can be lead and silica in dust.
