What does it mean by time delay and is there a circuit breaker in the middle or is there something else I'm looking for

the time delay means it will not open up with a momentary draw of amperage over the rated 15 amps like when two high drawing items on the same circuit turn on at the same time. This is a one time blow item and is not a resettable circuit breaker. Whatever your electrician installed in the house should be replaced with the same type and rated fuse.
