Axle and tire rating limit what you can carry. The axle is rated at 2,000 lbs. The 13" tires are only rated at 900 lbs., each, limiting the total trailer weight to 1,800. The trailer weighs 450 lbs. rendering the 'payload capacity', but still not taking tire capacity into account.
