I registered mine at my Court Clerks office, just bring the brown title with you and the sales reciept and pay whatever your state requires for the plate, mine was just under 30 bucks.

you get a sales receipt from the seller, in this case Lowe's, and then bring that title to NJMVC and register it and get a title and plate. Plate renewal is $18 a year in March,.
