Lawn tractor ground speed Is controlled by the transmission not the engine. It is not a car it is a tractor. Put it in a lower gear.

Item #1130036 - It is suggested that they run it at full throttle, because the engine is air cooled and running it at full throttle assists with that. Also, running the machine at full throttle also assists the deck with cutting. Thank you for your question.
