I can't work this into the topsoil as instructed I have about 3 in of mulch in the bed. Would it be acceptable to just sprinkle on top of the mulch?


Yes, you can do it this way. You will need to thoroughly water the tree really well at the drip line. Apply the fertilizer on top and work it in with water. Lots of water!
