Does the box need to be attached to a post that is cemented into the ground or can it just stand wherever you put it?

Due to the location of my utilities, I couldn't cement mine *into* the ground. Instead, I bought a low square planter that fit the base inside it. I set the planter on a level tamped bed of gravel, then I drove a longish stake through the hole in the bottom. I put the base on a couple bricks to hold the base at the right height and then filled the planter with concrete. I ended up just cementing the base into the concrete since I had difficulty with the bolts. It holds well, doesn't tip, but could be moved if necessary for utility work. I'll eventually fill the post with cement/mortar to increase its strength, too.
