is this unit installed by driving steel post into the ground

Hello, this is an in-ground post. You will need to dig a hole, place the post inside and then back fill the hole with concrete.

It could be, I think a better way would be to dig your hole, insert the post to the right depth, then fill with bagged concrete to make it sturdy.
