If you can get through the frozen topsoil layer with a shovel, then this auger should be able to cut through as well. However the amounts of clay and rock will be a factor as well. Also a depth of 39 inches is probably the max this auger can cut to. For the needed depth, a larger 2 man auger may be a better option.
