Can this be substituted for a ground cover instead of mulch?

I doubt it seriously, because when pellets are made, moisture is incorporated into the mix of sawdust to "bind" it into a pellet. They are put on a rack to "dry" before being bagged. If you spread it outside like mulch, the first rain they'd all turn to sawdust again.
