Can this be used over deck that was previously painted?


Yes! I would lightly sand it first.

Yes, providing the previous application is in good, sound condition. If there are any areas of cracking or peeling those areas will need to be sanded smooth and spot primed with an oil-based primer prior to the application of two coats of the Cabot Solid Color Acrylic Deck Stain.
