If I paint this onto plywood, will it effectively seal the plywood and prevent the wood from leeching into/discoloring the paint? How many layers?


To keep anything from leeching out of the wood, we suggest using a stain-blocking primer first. You could use this Ultra Paint over the Stain Blocking Primer to ensure nothing leeches through.
