This product is advertised primer + paint. Will it be ok to use directly metallic paint? Or, is it best to use a separate oil based primer first?

If you're painting over a water-based metallic paint, you should not need an oil-based primer. That said, if you're painting over an oil-based paint, an oil-based primer is a good way to seal back the oil-based paint.
