Have oil-based stain on exterior siding. Can I use this and then apply water-based solid stain on top

While Rust-Oleum Zinsser Bulls Eye 1-2-3 Water-Based Primer can be used over oil-based paints and solid stains, we recommend priming with Rust-Oleum Zinsser Cover Stain Oil-Based Primer instead for transparent or semi-transparent stains. This will prevent tannin bleed.
